Publish a round
Write the round once: eligibility, award range, open and close dates, the questions, the scoring rubric and the documents to attach. Once published it is fixed, gets its own number, and appears in the catalog beside federal and state opportunities, so it shows up in applicants’ matches and alerts like any other opportunity.
Intake and review
Applicants draft and submit in AnyGrant, with their files scanned on upload, and the application lands in their own pipeline as submitted. You assign reviewers to a panel. Each reviewer declares whether they have a conflict of interest before they can score; declaring one recuses them and their scores are not counted, as the Minnesota Minnesota's Office of Grants Management, whose policies govern state grants: conflict of interest, pre-award risk, monitoring and payment. policy requires for state grants.
Each review is a weighted score out of 100. The panel sees the mean and the spread between the highest and lowest reviewer.
Pre-award risk and monitoring
Awarding makes the applicant a subrecipient and schedules its reports. The pre-award risk assessment rates nine factors low, moderate or high, from 2 CFR 200.332 and OGM Policy 08-06: prior experience, audit results, new personnel or systems, agency monitoring, capacity, financial controls, good standing with the Minnesota Secretary of State, felony certification and debarment.
The rating sets the monitoring schedule: desk reviews quarterly for high risk, twice a year for moderate, yearly for low, and site visits to match. Each payment after the first must cite a report you accepted, and is screened against SAM.gov before it is approved.
