SF-424A and SF-425 explained

SF-424A: the budget

The sets out the budget by object class: personnel, fringe benefits, travel, equipment, supplies, contractual, construction, other and indirect charges, with the federal and non-federal share of each.

Indirect costs are usually your negotiated rate applied to , not to the whole budget.

SF-425: the financial report

The reports, for a period, the federal cash you received and spent, federal and recipient shares of outlays, unliquidated obligations and indirect expense. It is due on the schedule in your award, and a final one within 120 days of the end of the period.
